Robert Dale is the son of the famous Robert Owen founder of New Lanark and New Harmony. Robert Dale spent virtually his entire life in America moving from group to group and taking up numerous causes of social and educational reform. The pamphlet offered here stemmed from Owen's committee work at behest of the War Department; he headed a committee to examine the problems freedmen.
