Lowndes was secretary of the treasury when he published the results of his investigation into the state currency in England. Palgrave cites it as an important report. In it Lowndes repudiated any step that would have debased the currency. To stabilize the currency he suggested that all silver coin denominations be raised by 25%; he also maintained that since the price of silver had risen the measures he recommended would stop the melting of coin and encourage bullion to come to the mint.
