A very interesting book that is little known. Alison produced this book over a 20 yr. period and then delayed its publication. It is an attempt to provide a solution for poverty (much of the vol. 2 is devoted to the poor law). He proposes social programs to raise the standard of living and social mobility that will eventually bring about a decline in the birth rate. He is an advocate for the poor and prescient in his descriptions of where society was heading in the new industrial age. Kress C - 5068; see Schumpeter p. 584.
