José Batlle y Ordóñez, who was president from 1903 to 1907 and from 1911 to 1915, fearing that his reforms might be overturned by a future president, sought to replace the presidency with a plural executive, the colegiado, but he lost in the elections. He did, however, manage to reach a compromise with his opponents so that in the constitution of 1918, executive responsibility was divided between the president and a National Council of Administration.
