This Bill was presented to the 19th Congress, second session [H.R. 332] on January 2, 1827. Bankruptcy was a big deal in this period, and was an issue Congress had to invest a good deal of time to settle. In fact, a similar Bill was proposed more than twenty-five years earlier, and it appears that this Bill may have had to be introduced because of the failure of the previous legislation.
