Congress has "trifled away our dearest privileges and annihilated our fondest hopes." President Madison has sought to shore up his "sinking" popularity by a war policy; he and his allies, seeking to stigmatize their opponents as "tories" and traitors, have "an ambitious design to continue the power in the hands of our present rulers."
