Thomas Pinckney, President Washington's minister to England, protests England's restrictions on American commerce, particularly its order to block passage of American ships carrying grain and other products to France and to seize the ships and cargo.
Pinckney argues, "When two nations are at war, those who chuse to live in peace retain their natural right to pursue their agriculture, manufactures and other ordinary vocations; to carry the produce of their industry for exchange to all nations belligerent or neutral, as usual." England, in response, insists on the legality of its position.
