Atkinson opposes Free Trade, identifying it with the detested French Revolution, "an apology for the adoption of the wildest theories." He advocates Protectionism based on Britain's undisputed maritime might, "out of which has grown the grandeur of England."
Free Trade is destroying West Indian commerce and, indeed, is a deliberate policy intended for "the overthrow of the landowners" there. In great detail he reviews the state of British commerce with Canada, the West Indies, and that of its competitors.
