According to the preliminary 'Advertisement by the Editor,' Burke sought to suppress this Letter; "not more than between seventy and eighty copies got abroad.- Whether this information be exact or not, certain it is, that the pamphlet is very scarce in England, and it is probable that not more than three or four copies have reached this country." Burke denounces Fox, whose conduct in sympathy with the French Revolution "has given a strong countenance and an encouraging example to the doctrines and practices of the Revolution and Constitutional Societies," which are "proposing... leagues and alliances with France."
