An attack on Isherwood, "the head of the Navy's engineering branch during the war." II Nevins 90. Isherwood "personally directed the design and construction of the machinery necessary to accomplish" the expansion of the steam navy during the Civil War. DAB, which notes that Isherwood's work in this regard "was the target of much criticism." This pamphlet, an "appeal...in behalf of the Steam Navy of our common country," charges him with "blundering incompetency," and says "he has mal-apportioned more iron and brass than any ten men will probably do within the next ten years."
