A very early plan to invest northern capital-- in partnership with government-- in the Reconstruction of the South. "Nearly the same working population which raised the five millions of bales of cotton and other products in 1860, is now there to plant and raise the crops of 1866." As capital will not enter areas "where society is disorganized and life and property comparatively unprotected," only government can overcome "this deficiency in capital and the protection and organization of labor."
Complete with resolutions unanimously adopted by the Boston Board of Trade.
