During the Crimean War of 1853-56, the British Government tried to recruit soldiers in the United States. The Attorney General in the Franklin Pierce administration, Caleb Cushing, found this action to be in violation of U.S. neutrality, and here presents the opinion that British recruiters are subject to arrest and prosecution.
