Congress's Enabling Act of February 1857 invited Minnesota to enter the Union as a State. The process began inauspiciously: "The Republican delegates walked out and set up a rival convention" [110 Eberstadt 178.] This is the Journal of the Democrats' Convention. Each Convention produced a Constitution. Eventually a conference committee would meet to iron out the differences. The Journal prints the Convention's day-to-day activities.
Additionally, the Enabling Act is printed along with the Act Providing for the Expenses of he Constitutional Convention; the Constitution of the State of Minnesota; an Amendment to the Constitution, approved March 9, 1858; Vote upon the Constitution, with tallies by county; and an Analytical Index to the Constitution of Minnesota.
