The author, Samuel Chase, Bishop Philander Chase's nephew, dedicates his pamphlet "to the Bishops of the Protestant Episcopal Church in the United States." Someone had written a nasty, anonymous attack ["even its authorship is enshrouded in the obscurity of the grave"] on Bishop Chase, entitled, 'A reply to A plain statement for the consideration of the friends of the Protestant Episcopal church in the diocese of Illinois, the Rt. Rev. Philander Chase, D.D., bishop; drawn up some years ago, but most proper for the present time, by one who now rests from his labors; with notes by Observer.'
Bishop Chase had expended much effort in establishing Jubilee College: the hit-piece asserted that the College's "legal ownership will be in the Bishop's heirs at law." This lie is buttressed "by allegations the most calumnious, statements the most false, and insinuations the most uncharitable and cruel."
