A rare pamphlet, printing the response of North Carolina Chief Justice Thomas Ruffin to the Senate's question whether representatives of a Trust are qualified "to vote for members of the Senate, under the Constitution of this State."
The Constitution granted the vote to "all freemen (except free negroes, &c)" who "possessed a freehold...of fifty acres of land." The question was whether an officer of a Trust could qualify as a "freeman," and whether that officer owned a "freehold." They answer with a firm negative.
Ruffin, a Princeton graduate, was North Carolina's Chief Justice from 1833-1852. "Ranked by Harvard Law School Dean Roscoe Pound as one of the ten greatest jurists in American history, Ruffin singlehandedly transformed the common law of North Carolina into an instrument of economic change" [Wikipedia].
