Single sheet folded. Small tear and residue on last back page from being removed from an album. Seaton writes that he will be unable to attend the reopening of the Willard House due to his health. Williams was the editor and publisher of the National Intelligencer. The Willard Brothers were opening the recently remodeled Willard House. The Willard House was a watering hole for the powerful.

The book has a finely engraved title page, and this copy belonged to the society's Treasurer, John Thornton. Much of the book promotes ideas for encouraging boys from low-income families to be trained as sailors. There was also a fund to help train girls in various professions so they could support themselves.

It has to do with the sale of cloth and says in part: " and we hereby agree that upon sale of such merchandise we will not give back or allow any greater discount....other than 1% if paid within thirty days..." The back has been used for handwritten letters that do not appear related to the broadside.
