She mentions Mary Livermore, the important reform lecturer who lives in Melrose and is a member. Included is a note regarding money for a marble bust of Livermore. Good with the usual folds.

He offers an important work that is one of the foundations for policy to help the poor of the British Isles. On of his suggestions was to offer a minimum payment to the destitute as opposed to sending them to workhouses.
